Pope Leo XIV Appoints Native of Burkina Faso Apostolic Nuncio to Congo Brazzaville

Pope Leo XIV has appointed Mons. Relwendé Kisito Ouédraogo, a native of Burkina Faso, as the new Apostolic Nuncio in the Republic of the Congo (Congo Brazzaville), assigning him the Titular See of Hilta in Italy with the dignity of Archbishop.

The appointment of Mons. Ouédraogo was published by the Holy See Press Office on Wednesday, January 28.

The Burkinabe Archbishop-elect has been serving as an official of the Section for General Affairs of the Secretariat of State.

He is to succeed Archbishop Javier Herrera Corona, who was transferred to Algeria in November 2025.

Born in April 1972 in Gourcy, Burkina Faso, Mons. Ouédraogo was ordained a Priest in December 2000 for the Catholic Diocese of Ouahigouya

In 2012, he became the first Doctor of Sacred Liturgy in his country. He completed his doctoral thesis at the Pontifical Institute of Saint Anselm in Rome on the topic: The Liturgical Image: An Essay on Ritual Aesthetics in Romano Guardini. 

In 2010, Mons. Ouédraogo was called to work in the Section for General Affairs of the Secretariat of State at the Vatican.

From 2013 until his appointment as Apostolic Nuncio, he served as the personal secretary to Pietro Cardinal Parolin, Secretary of State of the Holy See. 

He is also a member of the Management Committee of the Pro Africa Fund, the Board of Directors of the Mondo Unito Foundation, and the Association of African Liturgists (Consociatio Liturgica Africana).

He is fluent in French, Italian, English, and German.

Meanwhile, in administrative changes in the Democratic Republic of Congo (DRC), Pope Leo XIV has accepted the resignation of 66-year-old Bishop Bernard Marie Fansaka Biniama, who has been at the helm of the Catholic Diocese of Popokabaka since August 2020.

A member of the Clergy of DRC’s Kenge Diocese, Bishop Biniama was ordained a Priest in February 1988.

He holds a licentiate in Biblical Theology from Université Catholique du Congo (UCC), previously called the Faculté Catholique de Kinshasa. 

In June 2024, after considering the state of health of Bishop Biniama, the late Pope Francis appointed Mons. Cyrille Ikomba Mankelele Mambi as an Apostolic Administrator to help in shepherding the Diocese.

Born in October 1969 in Ghana, Mons. Mankelele Mambi was ordained a Priest for Popokabaka Diocese in July 1998.

The Diocese of Popokabaka was erected in June 1961 as the Diocese of Kisantu before being elevated to Popokabaka Diocese.

The Diocese that is part of the Metropolitan See of Kinshasa has 906,350 Catholics representing 57.7 percent of the total population in the Episcopal See, according to the 2021 statistics.
